Z&F Consulting provided Front End Loading (FEL) 1 and 2 engineering services for a new 15 MW cogeneration plant located on site at an oil refinery in Vicksburg, Mississippi. Z&F’s role included engineering through FEL 2 and multiple rounds of construction schedules and cost estimates. In the initial phase, Z&F reviewed the financial costs and benefits of multiple options for onsite generation. The project included two natural gas fired combustion turbines, integrating two new 450 PSI superheated 35,000 PPH, waste heat steam boilers into an existing steam distribution system, and a 600 ton absorption chiller. Z&F also designed a full new electrical distribution system to replace an aging existing system. A black start generator and switching capabilities were provided in the event of a full utility outage. Additionally, Z&F worked with the owner’s air permitting consultants throughout the project to ensure the project was able to be permitted without the use of expensive emissions controls equipment.
